There are literally lots of deck collapses. They happen on new and old homes. Many occur on vacation properties near the beach as well as owner occupied homes.
Typically deck construction is done without permits by individuals who know very little about the loads that need supporting or the local codes. New homes usually have decks built by the new homeowner not the original builder and they hire unlicensed handyman with little to no experience building decks.
Old original post, but a critical inspection component. Noone wants to be the inspector of a property, only to have a mass casualty incident on the deck 6 > 12 months later. Major structural issues are fairly common, as most inspectors know.
