An air compressor pumps compressed air into the water tank reservoir next to it. It should have a water pressure regulator some were that controls the water flow to the upper floors. Similar systems are still in use where the property has a self contained water reservoir and from there the pump sucks water and pumps air to balance the load to provide reach with acceptable pressure to the upper floors.
It is used mostly where there is deficit of pressure and volume from the public service or the well does not provide a constant flow.
