I used information from IRC:
“R905.5.2 Deck slope.Mineral-surfaced roll roofing shall not be applied on roof slopes below 1 unit vertical in 12 units horizontal (8-percent slope).”
BUT this does not mention single or double-ply. Would a double-ply have any affect on the slope value?
Maybe, manufacturers generally know the limits of their product. Often code will defer to manufacturers as the authoritative. Perhaps you should reference the ICC when mentioning this limitation. I just thought it was interesting.

Manufacture’s installation instructions trump code.
