Drilling holes in floor joist?

Hello everyone,Im new to the bb,and the home inspection industury.I hope to become a member next week.Im still studying to become a home inspector.I was watching a tv show ,and they were installing radiant heat in a house that was under constrction.I noticed that they had drilled holes in most of the floor joist,to run the plastic piping.Im not sure what size the floor joist were,but I thought that would weaken the floor.Am I right,or wrong on this?

yes you are quite correct about, drilling and notching weakening joists, in fact where, and by how much joists can be drilled is regulated, I don't know where you are located, as there are slightly different regulations in place in Canada, but here is a diagram that may help you.

What if you’d like to drill a hole in the joist going along the length of the cement foundation? Dryer vents for example. Is this ever allowed?

The same rules apply … that is sometimes (my preference) called a “Rim Joist”.
