Current model building codes (like the IRC) severly limit the amout of drilling and notching allowed for wood studs and joists, for good reason.
The IRC covers drilling and notching in sections R502.8 for joists and R602.6 for studs.
Pretty limited boys and girls. But just because it doesnt quite meet current codes doesn't mean it's a hazard. It may just need further evaluation by an engineer or some minor corrective action which would be a "concern"

P.S. Keep in mind, that while the IRC framing provisions allows studs to be drilled as close as 5/8" from the edge of a stud, the electrical section (and the NEC) would require metal protection plates for anything less than 1-1/4? for wiring ?
