The top one looks like a line voltage thermostat. I do not think that you would want 80% humidity in the home.

Thanks, Pointed me to further research - It appears to be something that some people use to control humidity when they are not around without having to run the AC at lower temperatures.

Humidistat possibly for fan in crawl space.
