Not sure about the heater, but don’t think I would be concerned with it. But I am curious if that outlet above the hose reel and the heater are GFCI protected?

Yes, they were protected.
As far as I know, the code about ignition sources is specific to gas appliances.
The UBC addresses electric appliances as well.
