The right way to ask the question is


“was there an overcurrent device feeding this panel”


That could be the main disconnect outside or this could be fed from another panel with a breaker in it. Within some specific 240.21(B) rules this could be fed directly from the load side of the service disconnect but usually a feeder will have a breaker where it leaves the serving panel.


If this is a sub panel in the same building the “six switch” rule does not apply.

Don’t read to much into this question. The power come out of the ground then into the meter then into this panel. This is the only panel.

If there is no disconnect in the meter can you have a violation.


The only caveat is if there is a disconnect somewhere on the property you may still have a legal installation.
