Here we have a new installation method. Residential home site built in 2014. Foundation is constructed with ICF. The exterior appears to have a woven nylon layer over the face of ICF then metal panels.
On the north side under a window well the basement wall had a 10 in*10 in area with elevated levels of moisture and visible signs of intrusion, as sagging paint. This appeared to be the only visible suspect area.
Winter conditions are relevant, average of 12+ inches of snow on the ground regularly.
As I visualize moisture movement during a thaw cycle, or a wind driven rain, it will direct moisture behind the panel.
But would this be a defect?
