If it were me I’d say something like: “Gaps/voids were observed in the foundation wall on left side exterior (or whatever side). Recommend licensed/qualified professional review for repairs/corrections as needed.”

The photo on the left appears to be a post-tensioned slab tendon with a missing plug cap (which a better photo could confirm), which could be bad. The photo on the right is honeycombing.
The missing plug cap is the item you need to report as a defect, and have an engineer look at.
