I had a pressure washing business for a spell. After washing a house with vinyl siding the weep holes would often drain for a little while and also bring sand, dirt , dust and debris out of the interlocking channels. Since you mention your friend is getting his ducks in a row is it possible the house was pressure washed (term used loosly) recently?
