My builder now tells me that there s a 39" difference between the elevations of my garage and my house and that I will need at least 5 steps inside the garage to access the house. At first I was told that this was a flat elevation. They add there is no way to level off the difference because water runoff to my neighbors. Are there any recommended solutions?
