Gas appliance roof vent cap design

Good day to you. I have a question concerning the gas appliance roof vent termination. I was wondering if the rain cap should be designed to extend beyond the vent openings. This looked very unusual to me, and I was wondering if anyone else feels the same way.

That’s a very common cap used in my area. Shouldn’t have any issues. The little bit of water that might get in is inconsequential.

Thanks to all of the input. As I was looking thru my pics I found the same vent on the opposite slope. This is what I found out.
The tops or caps are interchangeable. This one in particular is made for high wind situations. Here is a pic of the other roof vent pipe with a high wind top.
