According to Goettl (I called them once about their date coding) they code them this way (don't ask why, that is just the way they do it).
The first digit is the last digit of the year.
The next three digits are the day of that year.
S/N 0270067 would be either 1960, 1970, 1980, 1990 or 2000 and the 270th day of that year, or the 9th month.
