Ground wires cut and wrapped around panel clamps

This seems like an obvious defect to me, but I want to check in.
All the older NM wiring ground wires have been cut back and wrap around the panel clamps outside the panel. There are no ground wires entering the sub panel. The thing that stumps me is the clean and professional appearance to the instal. Was this a thing?




I don’t believe that this method was ever code complaint but I have seen it many times on old panels and connectors in metal boxes. Either way it’s a defect that needs correction because there is no way to ensure that the connection of the EGC is good enough to carry the fault current. Also if this is a sub-panel there should not be a bare neutral conductor and there should be a separate EGC with the feeder.

Thank you kind sir, always appreciate your knowledge. Yeah, there are so many issues that were flagged with the rest of the electrical system.
The presentation of this one panel though looked like something that may have been allowed in the good ol’times.
