Can someone please refresh me? In a utility room, this is a 1982 build, with a 2008 water heater, isn’t a pan needed with a 1" pipe running to the exterior?

The key being a “utility” room, generally speaking, in most cases the answer is no.
There are exceptions of course. If the utility room is above a living space it would be required. . .

Let the manufacture’s installation diagram help you.
It looks to be a ceramic floor so unless there was a serious problem there would be no damage to the structure.
