Do a water heater need a catch pan if it is installed on the first floor in a house ? My report only address it when it is over a living space.

I look at it as if leakage could cause damage to any surrounding structure regardless of location.

I will say yes it is required. Because if a leakage occur and the flooring is wood or carpeted it will cause a problem.

Use this :

The water heater should not be located in an area where leakage of the tank or water piping connections will result in damage to the adjacent area or lower floors of the structure. When such areas cannot be avoided, a suitable, non-flammable catch pan, adequately drained, should be installed under the water heater. The pan must not restrict combustion air flow to the bottom of the water heater. Catch pans are available in various diameters from distributors or dealers where water heaters are sold. We recommend that a professional plumber performs install.

Also can be used for the Washing Machine as well:)
