Are there issues if a hot water heater has both a hot and cold shut off rather than just cold?
Nope
If the hot side is shut off, they’ll eventually find out.
I found in the code check book that a valve is required on cold water supply at or near the water heater (UPC 605.2). Anybody know how near is “near” and can the valve control other plumbing? This water heater has a valve over 6’ away from it and also controls the cold to the basment shower.

You can recommend an individual shut-off for the shower, but other than that, I don’t see a problem with that set-up.
Saw somewhere that it’s not allowed in Chicago, but no problem in the rest of Illinois.
