Hilti screws for roof to wall attachment

I have a friend who has no hurricane straps for roof to wall attachment. He was told he could install Hilti screws instead of removing all the soffits to access installing/retro-fitting hurricane straps. I have never heard of this and don’t think this will qualify him for wind mitigation credits. I think those would be considered “A. toe nails” on the wind mitigation form. Does anyone have any knowledge of this?

I am just now in the process of completing the wind mitigation course.

Generally, non-visible attachments will be listed as “zip” on the the form (toe nail or worse).

Tell him there are plenty of contractors that will add the proper clip at the correct location, from the attic (yes, it’s possible) or from the soffit (through a channel or slot cut into the soffit if it’s wood)

Simpson Strong Tie has a screw that replaces the hurricane brackets not sure how it would work for retrofit, I think it’s intended for new construction.
