Hot water tank not venting

The hot water tank has poor venting, its flue is also connected to the flue for the furnace. What is the rule on this? Doesnt the furnace have to exhaust higher than the HWT? Do you think this is the cause of the poor venting or do you think it could be a blockage somewhere further up? Thanks, Steve

Is there spillage around the top of the water heater or around the burner cover?


Poor venting action can be the result of improperly sized vent, debris or restriction in the vent, improper vent termination, trees or limbs that have grown close to the vent, or depressurization of the mechanical room.

Write it up for evaluation.

It is sporadic spillage at the top of the water heater. I wrote it up for further evaluation, I just want to know the possible cause so I can be more educated. Can the two pipes enter the Y side by side like that?
