Joe T,
Within your question lies the answer. I would write it up as a mess. I would further my opinion as a mess with serious safety issues.

Amateur electric workmanship was found in the attic which may pose a safety hazard to the occupants. Amateur workmanship should always be interpreted as a heightened risk of hidden defects. Correction by a qualified licensed electrician is advised.

Seriously? I'd have written something like:
"Faulty electrical wiring found in attic. Although a home inspection is not a Code inspection, and Inspector has no authority to perform the latter, evaluation by a licensed and experienced electrical contractor is strongly suggested. At the very least, observed wiring is not properly supported, nor is it properly protected from mechanical impact. Additionally, wiring appears to be sub-standard, slopily installed, and may pose a significant hazard to the occupants of the dwelling. "
