until I looked a little closer. Course of shingles laid perpendicular to the valley, then the finish shingles on top.
Ever see it done this way before?

Thanks guys. I read up on California cut valleys and that’s it. Learned something new again. Mike, that link shows what I thought was the proper way to do a cut valley, but I guess it’s not the only way.
