I sure would have liked to see what this looked like in the attic, but it was inaccessible. Curiously enough, the exhaust fan was not operational.

Out of pure curiosity, are these installations that you find, professionally installed, or by the property owners? Do you ask the owner?

Yes, the lights worked. I turned them on before I looked up and then turned them off when I realized what I was looking at.

In most cases, it's homeowner installation. This was a Section Eight apartment building (5 units) and the owner had his brother install these as well as improperly wiring the interior equipment panels.

The brother (I'm told) is an apprentice sparky. He decided that all five interior panels should have their neutrals grounded.

Not only was this improper, apparently he didn't know what a bonding strap was.
