A heating flue vent can go from a smaller size to a larger size.
Any connection, sich as this, on a heating flue vent should be secured with screws, not duct tape of foil tape. Physical connection and the connection being secured is of primary importance.
Also, if this is a heating flue, the tape will probably melt soon.

If that is single wall to double wall, your ok.
If it is changing pipe size, you need an adapter (which I don't see).
That tape can stand the heat.
Tape is not needed there though. It is blocking insulation air flow through the double wall pipe (upper).
You can't remove it in your inspection. Just call for evaluation to insure the fitting is proper.
Three screws are required where the pipe attaches to the furnace. Other connections should interlock and do not require screws. They will just rust and leak with time.

What David said. Poor man’s attempt at repair or installation. Didn’t have an adapter on the truck so this here foil tape will do just fine. The code tape is real easy to poke a hole in and then you have Carbon Monoxide pumping into the house thru the air handler closet. Just not a good thing.

Transition should be with the draft hood connector or as some call it a double wall appliance connector. One piece connector that is double wall on one end and single wall for the appliance.
