These breakers were found inside of the electric furnace of a manufactured home. Why would they use a jumper to connect the breakers shown in the photos? I’ve never seen this before and was hoping some input. Thanks!
Those units typically have two separate circuits feeding them, one for each 60 amp CB. Someone decided to only use one circuit and jump over to the other CB.

I agree with Jeffery and based on how that’s installed who knows what else could be wrong. The visible issue in the photo is that there are two conductors terminated on the breaker that has a terminal which is most likely listed for only one conductor.
