In Denver, before the rail was built and the bus system was enhanced, 4% of the population used mass transit. Today…4% use mass transit, although we have to conceded that there are a million more people in Denver today, so actual numbers are up considerably.
In places like NYC more than 5 million people use public transportation every weekday. It would not be possible to move that many people with only surface transportation. Having commuted there daily for almost 40 years I can say that more people would actually use public transportation if the systems were better.
