What would you say if … this is not an “Outdoor light.”
and if …It is an indoor luminary that was prewired before the hardwood siding was installed and it is not on a GFCI circuit …
and the non water proof loose fitting {with several water entry points} copper hardware and tinted Glass was purchased at an antique glass & thrift shop.
and … if it is not rated for damp or wet locations.

If so then you need to go back and look at the graphic and exact wording of this section.
Light fixtures certainly ARE allowed in this area if they meet the criteria of this section. As long as they are not:
"**cord-connected luminaires (fixtures), ****chain-, cable-, or cord-suspended-luminaires (fixtures), lighting track, pendants, **or ceiling-suspended (paddle) fans"

I’m not sure why some are so convinced that the restricted zone can’t have anything in it, but I agree with you. Seems clear to me that certain types of fixtures are permitted in the “restricted” zone.
410.4 (D) permits this type of installation, if there is shower spray, it would be required as a wet location type fixture, if no shower spray, then a damp location type fixture.
One is also permitted to install recessed fixtures in this location.
