Low Slope Roof

I was looking at a low slope roof today (didn’t measure, but probably 4:12 or less). It has recently been reroofed. I am sure that it was originally built up with gravel on top. The new roof is rolled asphalt.

Other than this not being a good choice for a sloped roof, what things should I look for? Is there a minimum overlap? What about the ridge cap, should there be a minimum extension over each side of the ridge? Lastly, how should plumbing vents be flashed?

There appeared to be many scrap-like pieces fitted together at some spots. Also the ridge cap extended on one side pretty far and on the other by about 3 inches.

Thanks
