Main disconnect in a condo

What is Nec code for main disonnect in new condo conversion. I inspected one that had 12 breakers with no main disconnect . The selling agent said that I was the first to say anything about it

If this was a typical condo set-up, with the service disconnects outside at a bank of meters, then the panel in the condo is not the "service equipment" and there is no requirement for a main breaker (or 6 or less throws).

Yep, looks pretty much “standard”. The “main breaker” for each unit is under those black covers at the meters. That is the service equipment. The interior panel is just a distribution panel and is OK without a main breaker (although it could have one).

I’m afraid so. If you reported it as needing a main breaker then you were wrong. This is very much the norm for condos. The interior panel should have a floating neutral bar and separate grounds and neutrals. It does not need to have “6 or less throws”. Eat a little crow, amend your report, and you’ll know better next time.
