Moisture in poured concrete wall

I inspected a new construction that had poured concrete walls in the basement. The back half of the basement is below grade. On the sections below grade a General brand non-penetrating moisture meter on the “masonry” setting read 83%. The foundation was poured 4 or 5 months ago. Could I be reading the moisture in the curing process? The weather had been relatively dry leading up to the inspection.

Concrete typically has a high moisture content. Most moisture meters will not give an accurate reading for concrete.
