The image shows proper clearances for electric baseboard heaters in residential and commercial buildings.
You should add electric outlet to that diagram, namely that they cannot be located above the electric baseboard. Common issue.

Good point. We cover this in our Inspecting Commercial HVAC Systems course that will be online soon. The image shows proper clearances, so we can consider making another image that shows outlets should not be above electric baseboard heaters.
