Current standards require the the main lugs before the service disconnect be protected.

Is that a FL thing Dave? I can’t recall ever seeing lugs covered like that on new homes, around here anyway.

It has been in the NEC for several code cycles. This is from the 2020 NEC:

230.62(C) Barriers.
Barriers shall be placed in service equipment such that no uninsulated, ungrounded service busbar or service terminal is exposed to inadvertent contact by persons or maintenance equipment while servicing load terminations.
