You are correct that different insulation types have different thicknesses. These gauges are clearly labeled THHN so they should only be used to size copper conductors with similar insulation. Other conductors like aluminum may be compact conductors where the insulation diameter would.be smaller than a non-compact conductor with the same trade size metal conductor.
These would also make for a good learning tool to study and to test yourself on learning the different guages.
And yes, wire from previous years had thicker insulation, which IMO is really not a good way to determine the proper guage of wire, and single strand aluminum is a whole different animal.
In the past my most frequent problem was discerning between 12 & 14 guage wires, I have found in my experience that most overfused conditions I find are 14 guage wires on a 20 amp breaker.
At one point, I was going to put the corresponding breaker amperage recommendation on the tags with the AWG, sort of as a cheat sheet. As I was double-checking my numbers, I realized that the recommended amperage vs gauge varies (sometimes significantly) from source to source. I was afraid of being wrong. Is it probably best I avoid that land mine?
You need to add:
Do not chew, eat or suck on wiring.
Do not use as drink stirrers.
Do not pick your nose or try to clean your ears with these wires.
Wear eye protection.
Do not use near children under 18 years of age.
These are known in California to cause cancer.

Yes, there are many factors that can determine the amperage rating of each size, and not set in stone
Stick only with visual size for “possible” determination. And add a lot of disclaimers for your own protection.
I would avoid that. By adding the amp capacity of the wire size, you would be assuming the role of the NEC and the cable manufacturers. Best to stick with what is easily provable, the gauge of the conductor.
I would just use the size gauge to determine the conductor size. Let the HI decide if it’s correct.
