Not understanding the use of this in the panel

I’m not understanding the purpose of this box in line with the HVAC units. It goes to the 2&4 breaker which is the HVAC unit. I can see signs of heat, as well. There were two panels for a 6137 sq ft house with both panels having the same things. This is sure to be a learning moment for me since I’ve not come across this in all the smaller houses I’ve done until this point. Thanks!

The small white box? That’s a surge protector.

They have a smaller gauge wire that then feeds the AC? Thanks

Is that allowed in the panel?

You will them everywhere, in all kinds of panels, attached to all kinds of breakers or the main lugs.

I think the panel is mis-labeled. It appears only the surge protector is connected to that breaker. And nothing is connected to the breaker below (also labeled AC).

Surge protectors typically are not allowed inside the panel, and that one looks like it is no longer good (scorch mark indicates it may have been fried)

That is a LED light in the yellow circle which is glowing (probably green) if the surge protector is good or working. If it was not glowing, the surge protector is bad or it did its job at some point.
Surge protectors are not supposed to be double lugged onto existing breakers, but it is commonly done. Small crime, but wrong.

The solution to the small crime is QSA1515SPD:

The OP can call out the existing surge protector as likely used up, and this as a way to resolve the double lug.

It does not appear to be double tapped to me.
