Defiantly If I was buying this home and got water intrusion you can be sure I would be upset with the home Inspector .
It needs to be noted so the purchaser can understand there is going to be repairs needed … Roy

Any missing flashing should be noted on the roof cert. It is impossible to tell if it is an active leak from the outside. Note the missing/damaged flashing and let the insurance company and client work it out.
