With wires on the outside of the panel going in the panel?
The wires are coax cable and telephone lines which look like they are above and below the panel, and not going into the panel itself. At least that what it looks like to me.

No, it was feeding 3 12 AWG circuits.
10 AWG on the 30A AC breaker but max is supposed to be 25A
No OCP at the exterior disconnect.
