Paper Sheathing Inside Distribution Panel

From an inspection yesterday, I have never come across this much paper left inside the panel. Usually some after entry, but never in a ‘Birds Nest’ like this. Quite a few other things I’m calling out, but this just doesn’t look right and could pose a fire hazard. Tried to search here and google for specifics, but didn’t get much if anything. Thoughts?

I do not know the answer. But, on the more practical side of things, possible fire hazard in the event of arcing or overheating.

(I know there is a requirement for a panel to be clear of debris, trash, particulates, overspray etc.)

Common sense says that the paper should have been removed.

Agree, but there wasn’t much “common sense” here in the Mountains in 1972…or even now :crazy_face:

There is no maximum of sheathing length in a panel, but there is a minimum of 1/4", but to me that paper wrap could pose a fire hazard.
May Robert could shed some light.

My feelings too Marcel and I’m setting it up as “potential” and still recommending it be checked out for other reasons. Needs to be “cleaned” up anyway.
