Is it okay to pigtail two conductors in a panel to avoid double-tapping a breaker? Or at least that is what it seems they were doing here since both conductors could have made it to the breaker on their own. Thanks.

Better than a double tap and they accept here.
Those are allowed. Look at 312.8 NEC.
They might not even be needed, some CH can have two conductors.
Common practice
Generally, that is an acceptable correction to a double-tapped breaker.
I see double-taps all the time but this was the first time I’ve seen someone take the extra step to avoid doing it. Thanks, I appreciate the replies.

Perfectly acceptable. Did you see the upen knock-out at the top of the panel?
