Pigtailing Aluminum Wiring

I recommended to a client that she remediate her aluminum wiring per the recommendation of the Electrcial Safety Authority by having a licensed electrician pigtail copper to the termination points and secure the pigtail using a properly rated wire connector.

The electrical panel is fused (not breakered) and is rated for use with copper and aluminum wiring. Three electricians have told her that she must upgrade her fused panel to a breakered panel per the Ontario Electrical Code whenever pigtailing is done.

Has anyone heard of this?

Not that I am an electrician , but I always recommend upgrading fuse panels because their insurance will probably require it.
