Looks to be some sort of damper control. The top says upflow and the bottom says downflow. Both having an open and closed position. But I don’t understand how a damper would fit into the evaporator area.

Did this home have a duct system over head and at the floor? I have seen this done on older homes so they could blow the heat from the floor in the winter and cool from the ceiling in the summer.

Negative: the home is 1 year old and the sytem ac flow is through the ceiling only, but there is also a 3rd level to the home> I wonder if that has anything to do with it.

Looks like it might be part of a zoned a/c system. You can normaly tell if there are two or more thermostats and returns in different locations in the home attached to dampers in the supply duct. The damper you have pictured could be the return air bypass control.
