Meter socket has been grounded to the ground rod, meter can has a 200 amp OCPD. The GEC that is grounded to the meter can is also ran in to the house and grounded at the panel along with a GEC from the water Dist. system. Is this code compliant?

The grounding electrode is the ground-rod. The grounding electrode conductor is attached to (i.e. bonded to) the GE, panel, meter-can and water piping.
So the service disconnect is part of the meter enclosure and from there a GEC runs to the subpanel and then another GEC is run to the water pipe electrode?
