power cord for range through floor

Twice in last 2 inspections I find the power cord for the electric range passes through the floor into the basement below where it plugged into the expected receptacle. I believe disconnection means must be in same room as appliance, and visible (behind removable bottom drawer OK). Otherwise a second means of disconnect must be provided. QUESTION? Am I correct in my thinking?

To meet the requirement of a disconnecting means the cord and plug must terminate in the space behind the drawer and also the cord cannot pass through the floor. A few NEC sections:

422.33(B) Connection at the Rear Base of a Range. For cord-
and-plug-connected household electric ranges, an attachment
plug and receptacle connection at the rear base of a range, if it
is accessible from the front by removal of a drawer, shall be
considered as meeting the intent of 422.33(A).

400.8 Uses Not Permitted. Unless specifically permitted
in 400.7, flexible cords and cables shall not be used for the
following:
(1) As a substitute for the fixed wiring of a structure
(2) Where run through holes in walls, structural ceilings,
suspended ceilings, dropped ceilings, or floors
