Yes, exactly like his predecessors. Just one example would be NASA and the moon race, then it was Russia, today it’s China. Yes, there were many failures on that journey, but in the end we were successful, and the tech that came out of that program changed the world.
We can’t let China win the tech/green energy race, and they currently are eating our lunch. So, drilling for more oil and mining more coal is not going to get us there.
