Is this venting proper?
that is just a small part of it what did the rest of it look like ???

It appears to be a 4” draft hood with a 4”-3” adapter to a 3” connector inserted into the opening of a 4” b-vent. The tabs of the draft hood were bent down. I would call this out as an improper installation and refer it out for correction.

In a closet with louvered doors, next to the living/dining room, shelf right next to it, washer and dryer in the closet also. a couple things to note. Mostly wondering about the vent pipe and change in size and air gap.
Yep, those are all concerns, just as Richard put it. For one, you shouldnt have it reduced from the adapter. That size should stay consistent, and two, it may not even be attached from the 3 back to the 4" Type B again.
