I’m sure Robert will chime in, but here’s a similar situation. Basically had to energize that third bus some way. Did it with a jumper.

3 Phase Panel with jumper at hot busbars?

This is the main panel (only panel) in a small ranch style home from today. Backfed 100 amp breaker with jumper at busbar. Doesn’t look right to me. Any opinions about the jumper? Other than 100 amp breaker is not secured in place. [20200508-43].[20200508-44] [20200508-45]
