Good point Erby, this infact is an entrance to an in-law unit within a home it is not a cellar stair, I will explain the differences in the answers in the morning

B) Threshold is a trip hazard, is the best answer.
It's definitely an exterior door installed indoors. The threshold and weatherstripping are a dead give away.

The top of the threshold is allowed to be 1.5 inches above the finished floor or landing. Unless this one exceeds that dimension I see nothing wrong in the photo.
