State education laws would not permit evaluation of structural framing by a contractor ... and wouldn't it be likely that a framing contractor installed that? Also, structural evaluations would not be specifically referred to an architect ... should be performed by a qualified design professional or a structural engineer (SE), and not just an architect. That doesn't leave any very good choices

OK it's time to fess up, I suffered a brain fart while writing this question, the last answer would have been a Professional Engineer evaluation which would have been the correct answer.
