1.) Cracked rafter needs sistering or replacement, I'd think.
2.) If the original roof (bottom layer) is composed of shakes, why were the shakes installed on-top of plywood sheathing? Might work out well in a very dry climate...in an area with 20" -30" or more of precipitation annually, you could reasonably expect that your 25 to 30 year shake roof covering would become a 15-20 year covering, perhaps less. (Shakes will never fully dry-out on their undersides, particularly on North & East - facing roof fields).
3.) The original 1" x 4" deck boards are definitely not standing the test of time. Or...were they never properly installed in the first place???
4.) Shakes + layer 1 asphalt/comp + layer 2 asphalt/comp...sounds heavy. Real heavy.
Or...do I have everything bass-ackwards? Shakes installed on-top of 2 asphalt/comp layers???

My write-up would recommend calling for #3, who could take care of #5. Then, #3 might well call for #1. As regards #2 and #4, certainly when the top roof covering layer is done, it’d be a tear-off. Depending on whether #3 recommends #1, and depending on what #1 comes-up with, #2 and/or #4 might need to happen soon, or sooner.

Hate to be a flip-flopper, but yeah, if I was the Client being serviced, I wouldn’t know who was on first, either. Wonder what the roof covering did look like???
