I must say that this is something that I have never seen in any house anywhere no matter the age. How often was this done, if ever?

Twice in one year I’ve seen this. Very common (I’m told) in homes built between 1920 - 1925.

My first house, built in 1923, had this fine system - 4 -20 amp fuses, 2 on hot and 2 on neutral, sometimes you could smell the energy
