Question about well caps

Good morning all:
In my area of Northern New Jersey I do not run across many wells, but do so occasionally. In NJ you need to be a certified well driller to remove a well cap for inspection so our well inspections are limited to readily visual elements.

Here is my question, I ran across a well yesterday where the well head is at grade rather than the 18 inches above as required. However, this particular well head had a sealed monitoring well head cover on it. Aside from saying monitoring well, an obvious issue in and of itself, is a sealed well head cover acceptable on a flush at grade wellhead? I think the answer is no, but I thought I would ask those of you who inspect wells on a regular basis. My concern is if I refer this buyer to the well company for


more info it is likely they are the ones who installed it and will say it is fine.

This is not the well water head, this is a well monitoring starting to check for gasoline leakage from a near by gas station. They are all around gas stations and neighboring properties. You can in fact pull the cover and there will be a rope inside with a bottle attached to the bottom, You pull it up and check for gasoline in the ground water.

do not put any comments in your report for a well company to evaluate. it is not a water well. Please read my other post.

I agree with William, but who or what is doing the monitoring can vary. I might mention they exist, but that is all.

Sorry Bill, incorrect. This IS a water well and NOT a monitoring well… has a sealed monitoring well cover on the domestic water well.

And you know this how? Did you pull it off? Did you see the wires and pipes? I have seem tons of these and well heads. For one the cover from one will not fit on the other, different size and setup.

Bill, and why might you be challenging me repeatedly on this?? Yes, the cover was removed by the tank sweep contractor, it is a water well plain and simple with a monitoring well cover. I will repeat, this is not a monitoring well
